Create/Edit DXL Attributes Greyed out for "Administrator"

I one of our environments, the option to create/edit DXL attributes in modules is greyed out even for "Administrator". Still, it is possible to create, edit and run DXL via the "Edit DXL" option.

What could be a reason for this strange setting??

Sorry, lets get rid of the obvious stuff. From the open module...
[] .. Edit menu > Attributes.. dialog, the New button is grayed out unless the module is open Exclusive.
[] .. when Exclusive, the New Attribute dialog http://Browse..] button for DXL attributes is grayed out unless you select [DXL Attribute. the []Wizard button is grayed out unless also the attr is type "Text".
[] .. I was unable to get the Administrator to turn off his own editDXL rights.

Now are you saying that when the administrator selects a normal attribute he can Edit it, but the Edit button goes grayed out when a DXL attribute is selected? Are you saying that hitting OK on the create/edit dialogs, that nothing actually happens?

Please specify which dialog and which exact buttons you are refering to; and which version of DOORS you are using.
